During the last years, Afghanistan started to go on for development and rehabilitation of country. Many countries with the founds and resources entered to Afghanistan for reconstructions of it. Therefore, they brought their organizations and the companies, but the problem was that each of the, has their own system and slandered for construction and administration process. Afghanistan mostly using from traditional contract administration system for projects implementation and administration but these international organizations had the system and different from each other.ADB is one of these international organizations that started again to work with Afghanistan. Resuming its partnership with Afghanistan after a hiatus from 1980 to 2001 because of tow decade{u2019}s war in Afghanistan ADB started the big construction project with Ministry of Energy and Water of Afghanistan. The project completed successfully but with a time extension and many problem of administration system for contractors and client. This research has conducted to find the problems of existing system and provide applicable recommendations to support for the future projects. As the result, to make the ADB or any international project, the owner should use from modern administration system and technics and beside it they should increase their capacity for project implementation.
