The private treatment homes in Hong Kong have achieved success in this dimension as the personality, future aspiration and the behavior of the inmates have changed to more normatively acceptable direction except that the inmates still enjoy the same mass-media program as the delinquents without home- care. These changes prove that a given environment and stimuli can influence the clients in an induced direction and thus crime and delinquency can be prevented by changing or regulating both the physical and social environment which are related to crime. This study suggests that there should be more homes and that the education, family conditi on, housing condition, community facilities and the mass-media are the long-term variables that are related to crime and delinquency.

Effective treatment for the delinquents requires a total change of the client' s personality, attitude and behavior.
