From observations, there are some similarities and differences between the practical experience and Nolan's stage model (NOLAN, 1974-1979). Based on the theoretical support, the author builds up a research framework. This framework includes the important factors which influence the development of information systems and the important issues should be considered to evaluate the existing information systems in the organization. Based on Nolan's stage model and the research framework, the author use~ kinds of benchmarks to evaluate the development of Information Systems in LBOT. According to the standards of Nolan's stage model, the author gives the evaluation of each benchmark in LBOT. The analysis of the case is mostly by descriptive information, tables and figures. Based on the case analysis, the author points out some important aspects which were neglected in the development of IS in LBOT and provides some recommendations to improve the current situation in LBOT. On the other hand, by comparing the theory and practical facts, the study gives the modifications to Nolan's stage model. Based on the theory and practical experience, it also highlight the guidelines for efficient management of Information Systems development and evaluation. The study gives a sample to evaluate the current IS development in banking more systematically. The recommendations to LBOT and modifications of Nolan ' s stage model should be useful for both LBOT and theory. The guidelines will provide a wider consideration for the management of information systems development and evaluation.
