Agricultural drought monitoring and assessment using remote sensing and GIS : an application for Upper Brantas Watershed, Indonesia

Rice, a staple food for Indonesia, should be well pr~pared at all times and, therefore, a justifiable planning of agricultural development should ;be appropriately provided. It is evidenced that drought hazard is influencing crop production and, so the drought monitoring is important to anticipate such situation. Current method used to monitor the threat of drought is apparently various in number and in different approaches to withdraw valuable information and to anticipate the drought hazards. This study aims at the analysis of such methods applied for drought monitoring useful in the agricultural planning process of the national-wide development. The study shows that multi temporal analysis to investigate the fluctuation of vegetation indices and brightness temperature is useful to monitor drought condition. The integration of high and low-resolution data to obtain an optimum technique using multi-resolution satellite data is quite promisingly to apply for Brantas Watershed in East Java, Indonesia. The NOAA A VHRR image was applied as the data with high temporal resolution and Landsat TM as the data with high spatial resolution. Combining remote sensing and GIS analysis using multi factor analysis a more accurate monitoring and assessment method has been developed. The a good relationship was found between Drought Status (DS) which is the indicator for assessing drought and Drought Risk (DR) level which was produced by weighted parameters that influence the drought. The increasing of DS is highly correlated with DR.
