Among the most important concern is the urban environmental infrastructure, for example, Water Supply, Drainage and Sewerage, the demand of which has increased. It is widely known that sustainable development could be achieved by the local level with its own programs or projects and planning of actions. Therefore, expectations are that unless innovative approaches for urban environmental infrastructure management plan are put in place, the problems will continue to occur and eventually can not sustain urban development. Planning is the keystone of urban environmental management and it determines how to get the future goals and the success of the programs. But there is no urban environmental management plan for the Phnom Penh capital at the present. What are the required integrated key elements to formulate the management plan? The present study identifies the most important integrated elements to establish a model for developing the urban environmental infrastructure management plan, particularly water supply, drainage and sewerage, and defines the actors involved in the planning and implementation process. The model reveals the strategies to deal with the bottom up planning approach and the examples of a systematical strategic planning process including the outset step, problem identification, through the implementation of the project. With the lack of the urban environmental management, the aim of the study is to establish the prototype or framework, which allows participation of local, community people and other stakeholders, for formulating the urban environmental infrastructure management plan which is actor-oriented.
