The research revealed that existing government policies, organizational ide ology, previous NGO experience, involvement and participation of staff and target villagers are i mportant factors . The most seve r e problems faced are insufficient data collection, inadequate communication with villagers, discontinuity of group activities and limited accessibil ity. Suggestions are to stress even more on participatory planning, up-to-date information, enhancement of NGO staff skills and the continuity of follow-up activities.
