Eng.) - Asian Institute of Technology, 1989 Summary: The President of the Philippine government has recently signed the Implementing Rules and Regulations for Executive Order No. 215, allowing the private sector to generate power. Cogeneration became attractive since the cogenerator can sell its excess electricity to the public utility. An assessment of the cogeneration potential is needed for the National Energy Plan . This study focused on the thirteen (13 ) textile plants t hat regularly reports its thermal and electricity consumption to the Office of Energy Affairs. A hurdle rate of internal rate of return (IRR ) was set a nd all capacities that generated an IRR equal to or greater than the set hurdle rate was added up to form the potential cogeneration capacity. The data use d was for 1987 and was made as the reference scenario. A sensitivity analysis was done by varying uncertain parameters like inflation rate , electricity price , buyback rate , financing structure and fuel cost. Different cogeneration systems were a l so evaluated.
