The evaluation model is used to assess industrial projects in a broad socio-economic context, taking into consideration economic, social, environmental and institutional factors prevailing in a developing country. The approach is to identify and evaluate all important objective and subjective factors, convert them to consistent, dimensionless indices and then combine them to yield the appropriate project measure of utility for each project. Investment criteria are used to measure the contribution of each project to the quantifiable economic factors. Subjective factor quantification is accomplished through the use of Preference Theory method. An Incentive Allocation Model is also developed to help the project evaluator in selecting appropriate projects to be given tax incentives. The model selects projects so that the contributions to the national goals are maximized, at the same time satisfying any budgetary or other constraints. The project evaluation model is applied for the appraisal of four real-world industrial projects in Malaysia. The incentive allocation model is also applied to select which of the four projects should be given tax incentive under a particular tax incentive scheme known as Investment Tax Credit. Sensitivity analysis is conducted to examine the effects of para metric changes on the results obtained.
