This study attempts to analyze the characteristics of the indus trial system in the Kaoshiung Export Processing Zone (KEPZ). The development of KEPZ is first described. Emphasis is given to the following items: the historical background, geographic environment, resources bases, function, objective, industrial characteristics and performance. This is followed by the analysis of the technology transfer process through the KEPZ system. Included are the ways of technology transfer and quantitative measure of technological development. Performance of the KEPZ system is next compared with that of Taiwan. An attempt is then made to trace out the barriers encountered and problems incurred in the process of technological development in relation to the KEPZ system.
