By using a distributed database system, this research tries to find the solution of low response time, inconsistency of identifying user authorization, temporary system shutdown and high cost of expanding capability of the centralized database system. Since most of the traditional database systems are centralized and encounter the same problems, this research study presents the suitable solution as a guideline for some organizational system autonomy. In particular, a case study of the RTAF system can be used to show the use of principles and methodology of a Distributed Database Management System (DDBMS) which consists of distributed design; database fragmentation; network architecture; and distributed security control in order to design the complete system. A consequence of the expected system affect to security control system because a partition database separates to various locations. In particular, this research study proposes a way to handle the distributed database fault tolerance and tight security control at least as good as the centralized database system or even better to accord with the RTAF policy and environment.
