This study considers electricity generation expansion planning problem taking explicitly in to account the ambient air quality constraints. It determines not only the optimal capacity, type of plant, and the time of capacity addition, as is usual in most generation planning study but also the optimal location of genera ting plants. The problem was solved using Generalised Bender's Decomposition technique was demonstrated. The results confirmed the need for the inclusion of a constraint based on the ambient air quality rather than the stack level emission. The locations fall along the downwind direction was preferred to locations situated cross wind directions at relaxed ambient air quality limits. The cross wind directions were selected only when the standards became more binding.
