| Summary, etc. | Rapid rates of urbanization have been a ma jor challenge for Greater Kathmandu. Due to absence of an appropriate and detailed land-use plan and the lack of strict follow up of the existing rules and regulations, urban expansion is occurring in a hapha zard and uncontrolled manner. It has led to a number of problems such as urban sprawl , poor infrastructure and services , inadequate access to plots and rapidly escalating land prices beyond the affordability of most of the city dwellers. It has been creating difficulty in providing road access to blind land parcels and also in land assembly for land development project sites. To cope with these problems, one of the measures the government has taken is to introduce Guided Land Development (GLD) Program i n Greater Kathmandu , which aims to guide urban deve lopment by creating a roadway network that would open up the area for development and provide a framework to guide this development . The lands for the roadway network are donated free of cost to the government by the landowners who obtain a road frontage. However , the i mpl ementation of GLD has not progressed as anticipated , and there is also obstruction for development of the inner areas within each GLD area block. This thesis reports two case studies of GLD in Kathmandu and Lalitpur Municipalities. As the GLD Program is designed only to create roadway network , this study also proposes a LP/R scheme for the constructi on of network services and for better subdivision layouts, within the GLD blocks. Draft network infrastructure plans, including cost estimation, for Lalitpur case study GLD block have been prepared, together with a desirable plot layout so as to demonstrate how the GLD blocks could be developed in conjunction with LP/R technique . This research study a l so reports the opinions of the land owners , tenants, brokers and others towards the project in order to identify the problems and issues as perceived by them. It recommends the u se of LP/R technique to strengthen GLD Program, so that it can be s uccessfully implemented. The study h as found that GLD technique is a feasible land management techniqu e to guide the development of the suburban and fringe areas of Greater Kathmandu. However it needs some changes to achieve its goal and with the use of LP/R technique within the GLD areas , the awareness and willingness of the landowners could increase so as to achieve s u ccessful GLD. |
