| Summary, etc. | It was evident that many projects aided by international agencies that are implemented in Indonesia have been 'sun-set project' only. Once the donor countries stop the funding, so do the projects: all the activities, the mission, and the related functions cease. In order to mitigate this, currently many integrated coastal management projects were implemented and are being implemented in various part of the country with an emphasis to local community participation and project/program sustainability through institutionalization, institutional building, and training. Among these, the CRMP Lampung has been implemented using two track approaches at both regional and village level. At these levels, CRMP Lampung have built the capacity of existing institutions and have created some local institutions, through which the ICM program has been implemented. However, the important question is whether these institutions are likely to be sustained after the termination of the CRMP project. Therefore, this study was conducted to examine the project achievement in encouraging the community to implement Integrated Coastal Management (ICM), particularly in the development planning and to assess the institutional sustainability ofICM in South Lampung. The study was undertaken at both regional and village level. At regional level, several key informants were interviewed to assess the shift in the government development planning process. A specific questionnaire was designed to assess institutional sustainability. At village level, comparison was done between two sites in three villages, representing 'project site' and 'non-project site'. Both qualitative and quantitative information were collected through these two approaches. A total of 102 households questionnaires were surveyed at village level. Statistical test and construction of indices were done to analyze the collected information. The findings from this research show that the CRMP Lampung was implemented for four years at regional level and for two years at village level. Most of beneficiaries were satisfied with the project performance in various aspects except the duration of the project. People learned the process of coastal programs that the project implemented in encouraging people's participation and plan preparation. Also, the project was successful increasing community awareness and knowledge about coastal management. There is different awareness and knowledge between people who live at the project and non-project sites. People at both regional and village level got benefits from the project, particularly in increasing their knowledge about coastal management. Although Indonesia decentralization era was started since 2001, by implementation of Law 22 of 1999 and Law 25 of 1999 and followed by another regulations such as president decrees, governn1ent regulations, and its derivatives, so far there is no changing in practice of development planning process. In addition, it is little known and difficult to measure effect of CRMP to the development planning process. In term of sustainability, based on result of Analytical Hierarchy Process (AHP), institutional sustainability is currently at medium level. There is a need attention from government to increase their effort, specifically in legalization and institutionalization aspects. In addition, more real community involvement in the development planning and more budget allocation are also important to achieve better quality of life for the coastal community. At village level, there is potential for sustainability of coastal programs even though it still depends largely on government support to increase their capability in organizational skills and financial management. |
