| Summary, etc. | An integrated water quality-quantity optimization model was developed for the Feitsui Reservoir-Hsintien River system by using a linking approach which linked the reservoir operation and downstream wastewater treatment models together through the relationship of river flow and treatment costs. The solution approach of the integrated model is based on the explicit enumeration (disaggregation) and optimization techniques. The optimal benefit from hydropower, water supply and wastewater treatment, was obtained through the use of discrete dynamic programming with successive approximation. Different initial reservoir storage levels and different alternative river flows were tested by sensitivity analyses. The modeling result reveals the importance of water supply and hydropower development as well as their higher priority. With this integrated optimization model, the different management strategies that best satisfy management objectives can be identified and evaluated and the optimal operation rule curve can be developed. Furthermore, the water quality in the downstream river basin can be maintained and the optimal benefit of the whole system can be obtained. Different management strategies were evaluated by means of the water quality management model. Taking engineering practice into consideration, an integer programming model instead of a separable linear programming model for water quality management was developed for minimizing the total treatment cost, subject to the constraints on effluent BOD and stream standards of BOD and DO. The technique of 0-1 Integer Linear Programming was used to solve the model by the MPSX-MIP/370 package. Different stream use classifications were assumed in running the model. The optimal solutions which represent the minimum cost and best combination of treatment levels with respective river flows under different standards were shown. The results reveal the importance of river flow rate to the total treatment cost and give information to the decision-maker to enable him to evaluate the different management strategies. In order to program the water quality management optimization model for cost minimization, the cost functions for the wastewater treatment plants were developed by considering the local engineering index and by comparing the available data with the available literature both in U.S.A. and Taiwan. To check the river water quality which was obtained from the water quality management model, a CSMP (Continuous System Modeling Program) water quality model was developed for the Hsintien River with the use of simple available data. This is an attempt to illustrate the advantage of easier programming, and to validate the results of water quality management modeling. |
