| Summary, etc. | The research deals with capacity building assessment in community-based rural infrastructure at commune level in Vietnam funded by World Bank during 2001-2007 and implemented by Ministry of Planning and Investment. The main objectives of the research were to assess capacity level of commune project coordination committee (CPCC) in performing their local planning process of community-based participatory process (CBPP) in decentralized rural infrastructure projects; to study types and components of capacity building provided; to examine the level of attendance and understanding of the CPCC in the capacity building program provided and obtain their feedback; to assess the capacity level of the CPCC in local planning process of CBPP (planning, implementation and management) of the CBRIP; to analyze factors affecting the capacity level of the CPCC; to identify problems, constraints and potentials of the CPCC in the local capacity building program; and to give recommendations to improve the performance of the CPCC and strengthen the capacity building program of the CBRIP. Capacity building program and assessment was focused on six stages of decentralized rural infrastructure projects consisting of commune project fomrnlation; project selection; project proposal preparation, feasibility study and approval; project implementation; monitoring and evaluation; and operation and maintenance. The research was conducted in two communes in the central of Vietnam namely Nghia Yen and Nghia Lac using standardized questionnaire for CPCC members, group discussion and interview with stakeholders including, CPMU, PPMU, DTSG staffs, and CF. The study was applied on both quantitative and qualitative analysis. Main findings of this research showed the high level of accessibility and attendance of the CPCC on types of CBP and the usefulness of lessons learnt. The capacity level of CPCC members in performing CBPP and development aspects in the two study areas were also found out in the study. The factors associating with the capacity level of CPCC members included level of understanding on CBPP, degree of usefulness of training materials, degree of influence by types of CBP, and household income. The factors determined capacity level of the CPCC members in the two study areas was also difference. Additional capacity areas on anti-corruption, construction design, monitoring and maintenance techniques, resources mobilization and management were extremely needed to be trained for CPCC members. The study concluded that the capacity building program were effective provided and strengthened the capacity level of CPCC members in performing CBPP in decentralized rural infrastructure development. Key factors determined the achievement of capacity level of the CPCC members was institutional factors including the level of understanding on training courses and the degree of degree of usefulness of training materials. Certain recommendations were given in this research to improve capacity building program and to provide planning implications in future. These were focused on the modifications of types, components and training materials of capacity building program, and specific topics to be provided. |
