| Summary, etc. | An Environmental Management System (EMS) has become a realistic technique to promote organizational needs in order to control their environmental, economic and social objectives. Building an effective EMS provides performance, transparency, credibility, and demonstrates its effectiveness of being flexible, simple, adaptable, and efficient. As very few studies have been carried out systematically to understand Myanmar's ability to adapt EMS through a systematic assessment of capacity, this study's objective is to assess Myanmar's EMS's capacity at the organizational and project levels. This research is centered on the Sustainability Management Framework related to the assessment stage and the approach to environmental and social sustainability. This study focuses primarily on the participation ofthird-party organizations, which are groups of32 local organizations and 26 international private organizations primarily working on the environmental management system in Myanmar. With the help of expert judgment and evaluation from the community of third-party organizations, it accessed the current environmental management framework by reviewing the stock-taking criteria for Myanmar environmental conservation law and organizational performances to access as a combined organizational industry which are working on EMS at the organization level. The analysis of three types of Environmental impact assessment reports such as IEE, EIA and EMP which are already done for approval stage by Myanmar environmental conversation department, was based on the peer review evaluation by using the Review package at the project level. The quantitative approach was used to assess the score for identifying objectives and activities used in this research for both levels. Besides, secondary data were collected in parallel through literature review and expert opinions. The analysis ofthis study was carried out with the expert judgment and evaluation of the organizational performance of the EMS through the stakeholder analysis at one time at organizational level through the webinar information sharing portion and was evaluated by a single reviewer via a peer review for the standard of project reports at project level. This review of this study was evaluated through an excel-based method to analyze the outcomes of third-party organization participants willing to implement EMS in Myanmar. The Myanmar Environmental Management System (EMS) along with the PDCA are still in the middle stage of the EMS schemes. The planning stage, however, is very good in the process, seldom reaching the stage of implementation. Although the environmental management system is deficient in many criteria, some aspects ofthe Myanmar EIA system are adequate and well- designed in which has sound legal and administrative framework for EIA. Since the accountability of organizational performance is significantly poor at the organization level, but the planning stage of the EMS is very strong, it is difficult in practice to reach the level of implementation at the organization level. Among the EIA, IEE, EMP project reports that are expected to be submitted under the current environmental conservation law, EIAs are less in demand and of comparatively lower quality than the other submitted reports at the project level. ISO 14001-EMS is often found with the basic level activities based on the assessment, of which includes only large project-based organizations. This study presents the needs and gaps of performances of organizations and projects along with the stages of EMS Schemes. In addition, towards developing a rigorous sustainability evaluation mechanism, the introduction of four sustainability principles into the EMS administrative structure can also set standards that can effectively influence all planning and development activities which can direct the organizations and projects to progressively achieve sustainable development. |
