| Summary, etc. | Development - induced displacement brings adverse socio-economic and environment effects on the displaced people. In case of Rengali irrigation project after 20 years resettlement and rehabilitation work is not complete. Most aspects of the policy has not been implemented for which development of the displaced people have come to a stand still in addition to the adverse effects. The study has reviewed the resettlement and rehabilitation policies of irrigation projects of the State of Orissa for the displaced persons and its implementation in the study project. The study has indicated preliminary socio-economic effects of the project on the displaced people. It has also investigated the role and performances of 3 NGOs involved in the project for resettlement and rehabilitation work. The primary data was collected through individual household survey by strnctured questionnaire, group discussion with the displaced people, interview with NGOs personnel and Government officials using check lists and special discussion with information leaders, members of self-help groups and other affected people on certain key issues. The study has covered both people staying in the old villages and those who are already resettled. The study findings show that landholding status of the households has declined and there have been major changes in their occupational patterns. As resettlement and rehabilitation process is an ongoing one in the project the economic effects are not very clear. The displaced people mostly misutilized their compensation on food and social functions. Government has failed in implementing most of the aspects of the resettlement and rehabilitation policy. The findings also show that except housing and transport, all other amenities and facilities have been worse than before their resettlement. Involvement of NGOs in resettlement and rehabilitation have helped to bend the policy for better implementation in certain cases and also helped the displaced people to reduce leakage in the delivery process of R&R benefits. As most part of the policy has not been translated into action, the study has recommended for Rehabilitation Act besides suggesting improving the policy, its implementation and effective functioning of the NGOs. |
