| Summary, etc. | Irrigation management planning under uncertain and limited water availability condition especially in run-of-the-river type irrigation system is a great challenge for the planners. Selection of suitable crop plan to match with uncertain and uncontrolled water availability in different period is a really formidable task for them. This study deals with one such problem of a typical run-of-the-river type irrigation system in eastern Nepal. An optimization and simulation methodology for dry season irrigation planning is proposed in this study. Linear programming and simulation models of water-land allocation are used. Optimal cropping pattern for different operating policies are obtained by LP model for various water availability scenarios with existing and improved conveyance and distribution efficiency. The simulation model reproduce the risk-related irrigation system performance i.e reliability, resiliency and vulnerability for the polices of management defined by the optimization model with five series of generated streamflows. Equity in water allocation among the different subareas for various water availability scenarios are also obtained. The planning objectives; benefit, equity and risk-related performance obtained from two-step LP and simulation models are compromised among various operating policies using compromise programming to select the most suitable operating policy for different supply scenarios. Sensitivity analysis is also carried by assigning different weightage for various planning objectives. Study also includes benefit analysis by irrigating the whole command area with available supply for early paddy( deficit irrigation) in different water availability scenarios with existing and improved project efficiency using the water production function. Finally, various planning alternatives for the Kankai Irrigation Project for different water availability scenarios and project efficiencies are proposed. |
