| Summary, etc. | With the deepening of China's economic reform program, invigorating state-owned enterprises (SOEs), pillar ofthe national economy, especially large and medium size enterprises which account for half the nation's industrial output is becoming one of the most impo1tant national agenda. From late 1970s, the implementation of opening to the outside world policy and economic system reform policy has taken China on a new look. Lots of foreign companies, lured by this huge potential market, accessed this land with mysterious. They brought in vast advanced technologies and modern managerial expertise as well. SOEs, pacing the tide of economic reforming, are also on the way of transition, but due to some reasons, most of them still have poor appearance in performance, What are the problems behind and change directions. This research study, based on the theoretical foundation that effectiveness lies in the core of OD, formulated an effectiveness assessment model, way of data-collection and diagnosis. Through practicing this model in the comparisons between international joint ventures (IJVs) and statedowner enterprise (SOEs), it is verified that the proposed model is a feasible one which can used as a mean of data-gathering in OD program. In the results analysis, lots of significant. differences in terms of organization ownership, organization structure, leadership, distribution system, motivation, attitude toward change etc. as major aspects have been found. This result, from one side, reveals that a sound operating mechanism and good organization behavior are the keys to the success of international joint ventures, rather the problems existing with SOEs shown in the differences are the obstacles hampered them to perlorm effectively. It is hoped that this study will be act as a training program, help the people understand OD, knowing that data collection and diagnosing is an important step for implementing OD program. It is also hoped that the conclusions made in the research would be useful to the policy makers of the organizations concerned. Specially it will be useful to the management of state sector enterprises of China as a guideline in formulating further economic reform policies. |
