| Summary, etc. | Many studies have been done on the informal sector and housing for the poor separately, but the study on the combination of the two is still rare. The previous studies on the informal sector in many developing countries have demonstrated that informal sector creates job opportunities for the urban poor, the unemployed the underemployed , and the disadvantaged in the society. But the housing provision for the informal sector laborers still seem to be neglected by the government The situation is not. much different in Indonesia. Although efforts have been made for providing low income housing, but the government 's unsound policies often obstruct the informal sector laborers from accessing formal housing. The existing low income housing provision has failed in recognizing the target group needs . The problem mentioned above cannot be solved by generalizing the low income people as one big group of poor people. Even in the informal sector itself there are different type of activities with their different housing needs. Hence the housing provision must be targeted for specific group of people, This study aims to propose some alternatives housing provision for the informal sector laborers by dividing the informal sector into three specific activity group. These are trade , service and manufacturing sub{u2014}sector of the informal sector In order to achieve this aim primary data and secondary data were collected on labor force characteristics enterprise characteristics, and housing characteristics of this target. groups . The main finding of this study is that from the three observed groups, the respondents engaged in manufacturing are the most advantageous situation in many respects, such ag longer stay in the city, better existing housing conditions and status, higher level of income and saving, and higher willingness to pay. While, the respondents engaged in the trade sector comes next ill terms of the above measure of overall situation, those engaged in the service sector fare worst in these respects. It is found that more than 40 percent of the married migrants, they have their family living in rural area, and they often go back to their place of origin. Hence for them temporary housing such as rented apartment is considered appropriate. On analysis of income data it is found that 75.9 per cent of the respondents can fulfill the minimum income required by Perumnas. Hence , the informal sector can be categorized ag capable in accessing formal housing. From the housing priority, it is found that proximity to work place is essential for respondents engaged in trade and manufacturing, while for the respondents engaged in the service proximity to work place is not a priority. Instead housing price appears the most important consideration for the latter group Further analysis of housing priority by income leads to three grouping of social conditions similar to Turner model (i) for the bridge{u2014}header proximity to work is essential , ( ii ) for the consolidator proximity to work place and housing price are important, (iii) for the status seeker amenities is important. Thug three approaches can be proposed for formulating alternatives of housing provision (i) based on the need of temporary housing, (ii) based on the income level (iii) based on the housing priority and income level |
