| Summary, etc. | Marine Protected Area (MP A) are used as a management tools to protect, maintain, or restore natural and cultural resources in coastal and marine waters. They have been used effectively both nationally and internationally to conserve biodiversity, manage natural resources, protect endangered species, reduce user conflict, provide educational and research opportunities and enhance commercial and recreational activities. Senayang-Lingga Marine Protected Area was established in 2001 under the framework of Coral Reef Rehabilitation and Management program (CO REMAP) in Riau Province, Indonesia. The objectives of establishing Senayang-Lingga MPA were a) to increase community awareness and protect coastal environment for sustainable utilization of coastal resources, b) to fulfil and maintain the needs of livelihood consumption, c) to propose a strategy and policy for community based coral reef management for sustainable utilization of coastal resources, d) to assist community-based management in protecting coastal resources carrying capacity from any impact of development activities, e) to assist local community in fo1mulating local regulation, agreement and cooperation with related institution for coral reef management This research was conducted to analyze the process of institutional development support for the Senayang-Lingga MPA, to analyze community perception regarding the establishment process and current management of the Senayang-Lingga MPA and to make available recommendations and lessons learnt for the future establishment of community-based Marine Protected Areas in Indonesia. The findings from this research show that in the preparation, planning and implementation process of Senayang-Lingga Marine Protected Area, it was increased community participation and capacity in coastal resources management. As an impact of monitoring, surveillance and patrols by The Reef Watcher Team, there is a significant impact of decreasing destructive fishing practices such as bottom trawl nets and blast fishing in this area. The need of community participation, technical assistant, MP A site selection, MP A managers, training and cross visit program are some of the recommendations lesson learned generated from this research for the future development of community-based MP A in Indonesia. |
