Summary, etc. Fisheries resources, before CF establishment, were degradation caused of some issues such as anarchic fishing activities by armies; power man; using of illegal fishing or legal highest modem technology fishing gears; and especially poor human resource and many gaps of fisheries laws in management. The concern of Royal Government of Cambodia, in late 2000, Fishery Policy Reform was made through empower fisheries resources management to commune level (by community fisheries establishment). In urgently helping of fisheries resources, MRRF of DoF got fund from MRC and cooperated closely with the provincial fishery office and local authorities to establish community fisheries in Boeung Chunlen reservoir since 2001. This research was carried out to study on Participatory Fisheries Management in Boeung Chulen Reservoir Community Fishery, Cambodia. In order to assess the contribution of fisheries resources in financial capital asset of the rural livelihhods; to study the level of community participation in FRM; to identify the constraints and strengths of participatory process on FRM; and to recommend measures of more effective CFM. Various research methods were applied such as collection of secondary data and primary data using- openended questionnaire, semi-structure questionnaires, key informant interviews, group discussion and PRA. This research found that the average annual fish capture from reservoir was 4 Kg per day per household, 276 Kg per year per household of fish consumption. It found also that the perception and attitude of villagers toward community fisheries with their willing in participatory fisheries management. Community participation in FRM through: operational CF regulation practice in CF was in strongly sufficient level; CF regulation was used by local people through enforcement of implementation's CF to be in high level; in benefit sharing is in very high level. Anyways, people participation in CFM through: attended in all training courses that organization by CF is low level. But who attended in aquaculture training course is very high level; in decision-making process of CFM is very high level; in monthly meeting of CF is in rarely attended level; in this case, in raising ideas in the CF meeting is occasionally raise opinion level; in CF establishment is very high level; in the CF regulation formulation is in low level; but in the patrol group establishment is in low level too; in fisheries conservation is very high level; but people participation in arrested illegal fishers in the real place on time is low level; in following of the community fishery regulation is in done followed level; in monitoring and evaluation of CF is medium level. The constraints and strengths of community participatory were illegal fishing activities were remaining in that area; drought; human capacity (education limited) and limited participation in CF activities because of low living condition, of low capabilities; CF was low budget for CF running of CF planning; and CFC and patrol groups were not smoothly in work time, often went to work. But the director and members are clearer about their responsibility than before, members have willing to work and responsibility; community has individual revenue from selling fish and fishing gears, the purposes of community fisheries management are understood by local dweller, director and members have adequate knowledge to participate and to manage; limited human and financial resources. The last point of this thesis recommended on the gaps of constrains and strategies how to develop in order to enhance the participatory fisheries resources management process in Boeung Chun Len reservoir CF.
