Firstly, a preliminary study on the basic concepts related with the development of industrial estate were explained. The economic backgrounds, infrastructure, and education or technological programmes were also discussed to identify the difference in the basic structure. among the three countries. Since one of the objectives in establishing an industrial estate in the developing countries is the promotion of small scale industry, the existing characteristics of the small-scale industries in the three countries were also included in the preliminary phase of the study. To give a comparative picture of the industrial estates of the three countries, their location-wise statues, types, size and sponsorship of industrial estates were studied and presented in a tabular format. Lastly, Petaling Jaya industrial estate in West Malaysia was treated as an example for specific case study.
