The commodification strategy is intended to reduce the financial burden of the government and work units in housing provision and to enable them to recover their past dead-end spending in housing for further housing investment. The housing reform programme in Kunming aims to strengthen housing finance to ensure financial resources on housing investment, rationalise the commodity housing management, increase the households' housing affordability, while promoting the development of the real estate industry in Kunming. This research was conducted by searching and going through the related literature, such as government documents, reports, housing policy statements, statistical yearbook etc., meanwhile interviewing and discussing with government senior officials, housing experts and leaders concerned. The research was also conducted through a questionnaire survey among the employees of two work units which have different housing reform situations in Kunming. It has examined the factors which affect the residents in their access to housing and the living conditions under the welfare housing system and commodity housing system. Through the comparison study, it is found that the commodity housing system has more advantages than welfare housing. The residents prefer to live in commodity housing rather than welfare housing. The study shows that there are great achievements made in housing reform in Kunming. Housing reform has offered increased choice and opportunity for the residents, but they may also experience disparities in housing access and allocation due to different situations. Based on the research findings, it is obvious that households have a positive attitude towards housing reform. But it needs more improvement, especially the housing policy of the government.
