In the task of building a modern developed nation, relying on own natural and human resources. Therefore, special priority has always been given to the development of human resources development. Health and education are important area of human resource development. Myanmar current policy of the Government of Myanmar emphasizes the role of the state in the social sector. On the other hand, the government announced its commitment to promote private sector development and less government intervention in the market. Thus, objective of this study is to analyze how to develop human resource by the government as well as the private sector of education and health. Although the government wants to promote private sectors, the private sector is facing with constraints and limitations. The government is still playing active role in providing social services though it has limited financial resources. The government is promoting health and education status, upgrade facilities and services and upgrade training programme. At the same time, there are private polyclinics as hospital and private school providing certificates and diplomas linkage with further studies abroad but limited. Moreover, demarcation of responsibilities between the public and private sectors is not clear. In the longer term, social sector development can only occur in tandem with economic development.
