The present status of the ninety-five pilot Samahang Nayon covered by the Regional Cooperatives Development Program for Cagayan Valley (RCDP-CV) Region II, Philippines was carefully and critically examined and studied. It was found out that the Samahang Nayon have had benefited substantially from the assistance and support of the Canadian International Development Agency (CIDA) and from the administrative staff and technical assistance provided by the Philippine Rural Reconstruction Movement (PRRM). In addition, whatever accomplishment so far is due to the dedication, sincerity and hard work of the Agricultural Cooperatives Development Officers (ACDOS) who are working with the farmers at the Barangay (village) level at all times of the day. The existing three Cooperative Rural Banks (CRBs) two Area Marketing cooperatives (AMCs); a Regional Cooperatives (CAVADECO), and the thirty-nine Samahang Nayon's economic activity projects are hard proof of impressive growth and development. The Samahang Nayon now have been granted full and complete powers to directly engage in any economic and business activities to further strengthen development. Like in any developmental program implementation, the Samahang Nayon development program had its share of obstacles. Not the least is the typhoon-prone area of operation, the uncontrollable vagaries of the markets, the world market price recession and the perennial sky-rocketing prices of commodities. However, strong unity, understanding and cooperation internally provided insights which have led to appropriate adjustments and proper guidelines for more sensible Samahang Nayon development in Cagayan Valley. The success (or failure) of the Samahang Nayon movement lies on the hands and shoulders of the members and the continued care and support of the government.
