DTE C faced with lack of sufficient , accurate , consistent and accessible information to support the efficiency in Technical Assistance allocation for national development programmes . It is recommended to use mini - computer with t h e database management system facilities to manage DTEC ' s information processing and control. The proposed system is desigr1ed based on the requirements to directly access - on - line data entry and retrieval, automatically generating required output, including the complicated computation function. Tools are u se d for the analysis , design and prototyping implementation. Simple i11 put forms , application menus and screens are designed based on the user friendly and interactive approach . Da ta elements are normalized and classified into independent data files. Index keys and sets are used to link data file s witl1in the network approach . The prototyping is designed and implemented to test and prove for the well- define date entity and its relation ship as well as t h e processing . The prototype is also evaluated with in the users perspectives and satisfactions .
