The concept of {u2018}Clean and Green City{u2019} has become popular in Indonesia since the government announced Adipura Award in 2002. City governments implement some strategies to compete and win this prestigious award and achie ve the status of clean and green city. Pekanbaru is a large city in Indonesia that has t ransforms itself from one of the dirtiest cities to the cleanest and greenest city in its ca tegory and won the award for five times in succession. A factor analysis method using Kendal Concor dance (W) was conducted to investigate the factors that have contributed to achieve the status of clean and green city by Pekanbaru. The primary data was collect ed through key informant interviews and a questionnaire based survey involving stakeholders. The respondents wer e people who really understood and directly involved in the clean and green program of the city. The study finds the factors most contributed as; effective fund m anagement, leadership of the mayor, and institutionalization of good management practices. The other factors contributed are; good clean and green program, participation of com munities and private sector enterprises, good communication and environmental education; and other support from national and provincial government organization. The strong commitme nt of the Mayor and the vision and mission of the municipality were found as the overarching influence behind the success of the city.
