The program was developed by Ogunlana (1989) and was used for road projects in the United Kingdom. ACCEST95, the second version of ACCEST, was developed by Yeo (1995) for the purpose of analysing design cost estimates in civil and building projects in Thailand and Singapore. WinACCEST, the third version, was developed by Phongsupatsamit (1997) to use in Windows3. l l environment with the aim to enhance the user-friendliness of the previous programs. However, Windows3. l 1 is fading out and WinACCEST has some deficiencies in its usage, data recording and retrieving and so on. Therefore, a Windows95 version of the program named WinACCEST99 was created with Visual Basics and Help Workshop by using the same concept as in ACCEST. New features such as detailed elements analysis, learning facility, the new system to record and retrieve data were incorporated into the program. Estimating data from three projects were employed to evaluate the calculation, the steps involved in using, the system to record and retrieve data of the program. From the results, the calculations produced by WinACCEST99 and WinACCEST were exactly the same. It means that WinACCEST99 and WinACCEST are based on identical concepts for calculating the accuracy of design cost estimates.
