This study is an attempt to combat the injustice inherent in conventional planning process through the application of Advocacy Planning method. As the problem of reclamation and pollution has threatened the very life of Dal Lake in Kashmir, a redevelopment plan has been drawn by the Government to save it from further deterioration. But the plan is detrimental to the economic survival of the local inhabitants and an eminent threat of eviction. Thus, the study has attempted to overcome the dilemma of eviction of population and the reclamation of the lake. An alternative course of action has been proposed, which include the participation of the target population through opinion survey of the inhabitants. The achieved modified plan include the recommendations and a physical plan.
