Development of routing management model to support hazmat transportation by roadway : case study: gasoline logistics in Rayong, Thailand

Optimization is an effective technique and often used in handling the HazMat logistics routing. This study mainly aims to create a model for preparing a risk-based route network by prioritization technique for use in route optimization. The research proposes a method to create an effective logistics network with HazMat-risk concern by following the concept of Multiple Criteria Analysis (MCA) which uses the 2 well-known techniques: Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP). In the research, gasoline logistics was selected for detailed study as it was one of the most commonly transported HazMat in Thailand. AHP model generates a mathematical model, formulated by the criteria priority of each factor and its risk level, to calculate the priorities for selecting routes. In ANP model, analysis with the supermatrices is the common process used in choosing the most effective network. Both methods are applicable to deal with these problems. Then, risk assessment for the result networks from AHP and ANP was conducted to evaluate benefits and costs applying the models. With the risk assessment model, lowest risk network had been also produced. Finally, pro & con for AHP and ANP model including benefits of using these models are described as a form of SWOT analysis. This research stated that it was possible to reduce the risk of HazMat road accidents from the current situation of case study by approximately 17.4%, 18.8%, and 22.3% respectively by the AHP, ANP, and lowest risk selected route network. On the other hand, economic cost of transportation will be increased by approximately 75,000; 80,000; and 106,000 baht per year, respectively. With the models implementation, it was found that the AHP model overlooks some importance relation between criteria while the ANP is more complicated to practically operate
