Concern about transport pollution has led to interest in methods to estimate the emissions from road traffic. This study makes use of the principle of the MEDEE-S transport sub-model to calculate the total road traffic in the urban area, and combine the vehicle emission factors, then develops a computer program called Urban Transport Emission Model (UTEM). The model can calculate the annual city road traffic fuel energy consumption and major vehicle pollutants (i.e. CO, HC, NOx, SOx, lead), also the green house gas C02 in the base year and forecast years. The data required for running the UTEM model are available in urban area. A case study of Lanzhou in China gives a practical application of the computer model.
