The present study analyses the static reliability evaluation of a largely hydro based hydro thermal power system. Hydro energy availability of a hydro plant is limited by the stochasticity in streamflows to the reservoir. In a hydrothermal power system, thermal plants can be used to back up the hydro plant conserving more water, which wi11 enhance the system reliability. Therefore, reliability is heavily dependent on the operating policy. In this study, a stochastic dynamic programming approach is developed to quantify the above relationships. Optimal release policies are found for various levels of reliability for a simplified hydro thermal system. Derived policies are tested by a 28 year simulation. This implication as connected with optimal capacity expansion of a hydro thermal power system is investigated with the developed optimization - simulation routine and results are compared with those obtained from a simplified conventional expansion mode1 .
