Greenhouse gas (GHG) emssions and implications of policies for the metropolitan city of Colombo, Sri Lanka

The study used GPC 2.0 BASIC+ framework to deduce emissions based on scope and sector level segregation under the land boundary defmed as the metropolitan City of Colombo which includes the Colombo, Gamapaha and Kaluthara Districts. Emission was formulated based on individual sectors and emission sources prior accumulating them into forming a well devised city specific inventory. The BASIC+ inventory level emission reporting for the base year 2016 generated 54% (9,954,229 tC02e) emission from the transportation sector, 36% (6,644,013 tC02e) emission from the stationary energy sector, 9% (l ,61 0,884 tC02e) emission from waste, 1 % (212554 tC02e) emissions from Agriculture and a 0.04% ((7,880 tC02e) emission from Industry. Scope 2 and Scope 3 accounted for almost 42% of the total emissions, mainly due grid-based consumption and international transboundary aviation and waterborne navigation. A total emission of 18,429,560 tC02e (18 Mn tC02e) was emitted during the year 2016 with a 3.06 tC02e per capita emission under BASIC+ and a per capita of 0.78 tC02e under the BASIC inventory. An assessment of potential policy impacts on the key emitting sectors i.e. Stationary energy, Transport and waste was evaluated. Emission forecasting under the BAD scenario provides that without any mitigation implementations the total city emission will be 28,419,833 tC02e by 2040. After the policies were implemented it was estimated that by 2040 there will be a 36.6% of emission reduction compared to BAU.
