Four variables, which are in sequence specifying price index, building type, building height and building quality have been examined as a cost function variable. To these variables identified as price index, type index, height and quality index by utilizing historical data. The price index variable is time dependent, therefore, it was defined by setting up a building model and using labour and material cost in each year. The type variable specifies the types of building. The height index measured by the number of stories in a building. The quality variables stands for what it specifies. The cost estimation function is determined by using method of least square and this function was tested by means of several completed project demonstrating that the cost of proposed new buildings projects can be estimated with an accuracy that is satisfactory and reasonable. The reliability of the cost estimation was tested by means of statistical analysis.
