This helps telecom service provider meeting demand of traditional telecom service and also provides IP based service such as Internet and data communications. Together with the development of economy, the users requirement using Internet and wireless services increase. Therefore, development of Internet access system for mobile services provider to meet data requirement of mobile users is essential. This research study presents a general approach for planning Internet Access System for existing PHS network. This planning is based on investigation of traffic measurements on the radio channel as well as predicting the total traffic demand including data and voice traffic demand in whole network up to 2010. The planning of Internet Access System also includes calculating the number of Cell Station, Cell Station Controller, Switch, Internet Gate Access and Transmission Capacity Link. The results of the research show that wireless blocking, Cell Station coverage and interference are main factor effecting to quality of service of system. With historical data in two years (2003-2004), the voice and data demand of PHS from 2005 to 2010 is forecasted around 300,000 subscribers and the number of required Cell Stations for planning Internet Access System of existing PHS network is 2396 Cell Stations, 116 Cell Station Controllers, 5 Gateways and 2 Internet Gateway Accesses.
