In this study, the Ho Chi Minh City's energy consumption by economic sectors such as industry, household and commerce, transport and agriculture in the 1982-1992 period is analyzed. The past evolution of energy consumption is studied based on the economic analysis and the techno-economic approach. It is found out that the economic development has had a strong influence on the evolution of the industrial energy consumption, particularly since 1988 when the sweeping reforms of the country were introduced. The MEDEE-S model is used to forecast the industrial energy demand up to the year 2012 based on two typical macro-economic scenarios (high and low cases). The possibility of gas penetration is considered as a fuel substitution for fuelwood during the forecasting periods. A set of demand-side management tools is also proposed based on the results of some preliminary energy audits made in HCMC and the experiences of neighboring countries.
