  <abstract>This study is based on a mixed integer programming model, WASTE  RESOURCE ALLOCATION PROGRAM (WRAP), focusing on the optimization of  total solid waste transportation and disposal system costs, and  con sidering various transfer sites, disposal sites, transportation  options, treatment methods, capital and operating costs. The study  is carried out to assess the present and the future solid waste  management systems and improve option in transportation system  through introduction of a new transfer station in Tainan City.  The results of this study show that present treatment method,  sanitary landfill site , is the most expensive. The dominant factor  of the system cost is land cost. Incineration is cheaper than  landfill when l and cost is high.  Finally, recommendations are made for closing the present  landfill site at Nansalern and replaced it by Chenseelee landfill  site, constructing a new landfill site near Chenseelee if land can  be made available, beginning to plan another incineration plant,  and building a transfer station to save the system cost . </abstract>
