  <abstract>This study presents the development of a package called SHELTER which is used for the computerization of the sheltering test in the INSTITUTE OF HARBOUR AND MARINE TECHNOLOGY.  This package supplies the following functions: (a) The package can take data randomly. In other word, the input coordinate can be arbitrarily selected by the users. (b) Users can define the levels and use the package to plot the wave distribution chart. (c) The historical data can be stored in a magnetic tape for reprocessing later later if necessary. The package is fully modulized and well documented, so it is easy to modify or translate to other computer language if necessary, Besides, the main part of this package, 'CONTOUR', can be used separately as a complete subroutine while the mathematical model (for sheltering test) can be developed in the future.</abstract>
