Based on the common framework, all sectors are modeled to incorporate the macrostructure of economic growth and the microstructure of market clearing mechanisms, and are linked together by a set of inter-regional relationships including trade flow, human resources migration mechanisms, and capital resources allocation. The study shows that the successful industrialization needs both push and pull policies to induce people to shift from the agricultural sector to work for industrial activities. The imbalanced structure of industrial activities, that there exists growth pole in the urban industrial sector, can be alleviated by policies that transfer the competitiveness in production to the rural industrial sector.
