This study was aimed at investigating the development of coconut palm sugar agro industry in Jember district, East Java, Indonesia. The main purpose was to study the status and delineate the role of the coconut palm sugar home industry, as well as the prospects of this home industry, by examining the efficiency of the production system, the capital circulation and the farmers' income level of the coconut palm sugar home industry in the study area. To meet the research objectives, both primary and secondary information were gathered and analyzed. Personal interviews with artisans of coconut palm sugar and government officials from interrelated institutions were carried out using structured questionnaires and the researcher's own experiences. The agro-industry activity helps to increase job opportunities in rural areas, increase farmer's income and improve agriculture product quality as well. It then assists to enter international market or increase foreign exchange earnings. The more imp01iant is the involvement of the agriculture sector, the industrial sector, and any other sectors of the economy. The study revealed that all coconut palm sugar home industries did not register as an industrial institution, but they have been noted already in the industrial institution of Jember district for the government to decide policies for improving the status of coconut palm sugar agro-industry. The average age of artisans of coconut palm sugar was 35 years and nearly 97% of them have the previous occupation as a farmer. After the set up of the coconut palm sugar home industry, nearly 55% of them did not have another occupation. The coconut trees that were tapped as raw material of coconut palm sugar was on a shared basis. The government tried to offer more assistance to artisans, as well. Nearly 80% of the artisans sold their product in the district market and except the sap of the inflorescence, they acquired the supply of production material in the market. The trend of development of coconut palm sugar home industry is positive, but the artisans still face problems related to processing technology, marketing demand and price fluctuation. Capital utilization of the coconut palm sugar home industry in the study area can be stated efficient on the basis of Revenue/Cost ratio. Moreover, based on break-even-point analysis, capital circulation of the coconut palm sugar home industry in Jember district is beneficial. From the study of the social economic environment and policies, it can be concluded that the prospects of the coconut palm sugar agro-industry in Jember, Indonesia, especially the home industry is bright. Some recommendations for further development of agro-industry have been formulated.
