Eng.) - Asian Institute of Technology, 2016 N2 - This aim of this study is to assess the tangible benefitsof highway projects as a case study of Thailand 10 Years Master Plan which have twelve types of highway projects.The tangible benefits of highway projects are Vehicle Operating Cost savings, Value of Time savings and Accident Cost savings.The Quantification of Vehicle Operating Cost savings of this study is used the HDM-4 software which is developed by World Bank. The areas to study are divided into eight regions of Thailand and there are two types of highway as two lanes and four lanes highway. In each types of highway also divided into level terrain, rolling terrain, mountainous terrain and in each terrain alsoevaluate in the range of speed from 10 {u2013}120 kilometers per hours. The results of Vehicle Operating Cost savings show that the Vehicle Operatingcost of two lanes highway is higher than four lanes highway and the mountainous terrain also the highest value when it compare with other terrains. The Quantification of Value of Time savings of this study is calculated by wages rate method. The area tostudy Value of Time savings is divided in to eight regions of Thailand. The results show that Value of Time of Bangkok have the highest value which is 177.93 Baht/hour and in North regions have the lowest value which is 75.29 Baht per hour.The Quantification of Accident Cost savings of this study is Human Capital Approach. The accident cost was collected by the Study of Traffic Accident Cost in Thailandwhich studied the traffic accident cost in 2007 and this study is adjust those traffic accident cost into the current year (2016) by the inflation rates and apply the current accident rates so this study can get the accident cost savings. The area to study Accident Cost savings is divided into eight regions of Thailand and in each regions is divided into three types of highway road which are two lanes highway, four lanes highway, and motorway.
