  <abstract>Sustainable  transportation  planning  is  one  of  partstoward sustainable  development  and  it considers economic, social and environmental impacts from travel activities. It, in common with transportation planning, relieson indicators. As a growing interest in sustainable transportation in East Asia and Pacific, this research develops sustainable transportation index for developing countries in East Asia and Pacific and applies it to AEC countries representatively. This thesis focuses on selecting targets for developing countries. Because of infrastructure gaps, sustainable  transportation targets  of  developing countries should  be different  from  those  of developed countries. In specific,developed countries are reducing land usesdevoted transport system nowbut developing countries are expanding transportation networksbecause they have development potential. In other words, the existing sustainable transportation targets based on fully developed infrastructures are not suitable to developing countries.Thisthesis selects the targets  of  index in relation  tosustainable  transportation policies  in East  Asia  and  Pacific, considering  the  level  of  infrastructures.  Therefore,  the  proposed  index  can  form  a  social consensus and be suitable to lead the change of the public in East Asia and Pacific. Additionally, the thesis  considers reliable and  available data sourcesfor selecting sustainable transportation  indicators.  East  Asia  and  pacific  still  lacks  international  data  sources  for sustainable  transportation  planning. The  existing  sustainable  transportation  indicators  are sometimes  not  applicable  to  East  Asia  and  pacificdue  to  limited  data  sources.This  thesis reviews  the  available  and  reliable  data  sources  for  sustainable  transportation planning and proposes the direction of data collection system for East Asia and Pacific.This thesis finally evaluates the level of sustainable transportation in AEC countriesby using the  proposed  sustainable  transportation  index.  The  index  convertsthe  indicator  values  of countries  to sustainable  transportation scores. The  scores  are  reviewed  by  Simple  Multi-Attribution  Rating  Technique  (SMART).  The  results  of  countries  are  expressed  as  country reports for guidance toward sustainable transportation planning in East Asia and Pacific.</abstract>
