180 leaves : ill. People's participation has been identified as a desirable and necessary component for any rural development program to succeed. Because people's organizations play a primary role in generating and sustaining people's participation, unless people are mobilized to form their own organizations, they cannot substantially participate in the development process. Experience shows that it is difficult to form sustainable people's organizations. The research study explored the case of the Katipunan ng Samahang Magsasaka (Federation of Peasant Organizations), a people's organization. The study sought to determine whether KASAMA has been effective in generating and sustaining people's participation and promoting the interests of the rural poor, specifically, the small farmers. This entailed the identification of factors that contribute or hinder such effectiveness. Primary data were gathered through a random survey of the leaders and members of KASAMA as well as non-KASAMA members. Structured interviews were also conducted and secondary data were likewise gathered from the organization. Results of the study show that KASAMA is effective in mobilizing people's participation and its effectiveness is due to certain intra- and interorganizational characteristics of the organization. Members of KASAMA are socially heterogenous but economically homogenous. This permits a complementarity rather than conflict of interests. There is a wide scope of participation as members and leaders are aware of and accept the organization's objectives, benefit from its programs and activities and participate in the decision-making processes. KASAMA is capable of generating funds internally and externally and of properly managing and accounting these funds. The organization also benefits from its linkages with the community, other NGOs and the government.
