  <abstract>A systems-analysis of coal-fired power plants in Thailand is  carried out to give fundamental information for decision analysis.  A coal-fired power plant reference system was established, with a  view to providing insight' on energy/environment development  policies. The objective was to reduce the gap between energy  planning and environmental system planning.  This study covers the determination of coal-fired power plant  policies and the quantified impacts from each policy with  reference to the objectives &amp; attributes. The policies studied  include fuel characteristics and control technologies.  A reference plant for lignite/coal-fired power plants was  developed as a basis for calculating resource requirements, the  impacts to land, water, air, and safety, and generating cost.  The results of the attributes from each policy provide  estimates of selected impacts of the energy systems. </abstract>
