133 p. The thesis is concerned with the pre-feasibility studies on transforming the ancient city of Pagan into a historical park with a " conservation with development policy". Among the ancient cities of Burma, the ancient city of Pagan still retains its richness in art and architecture in the form of 2217 religious monuments. The city and its monuments suffer from destructions and disturbances caused by natural calamities such as weather, river erosions, and severe earthquakes and by destructive human actions. From such destructions and disturbances, the ancient city and its monuments should be protected and conserved. On the other hand, the city lacks proper tourist facilities as well as communication and transportation facilities. The proposed master plan consists of five components; Conservation plan, Land use control plan, Landscape Development plan, Tourist Facilities plan, and Project Implementation. Organizational set-ups and management of the park are proposed as a part of project implementation. The assessment in different aspects are made in order to fulfill the main objective of the thesis. As a result it can be stated that establishing a historical park in Pagan to fulfill a policy of ''Conservation with Development Policy" is feasible considering the existing policies of local departments which are concerned with conservation, physical conditions of the archaeological area, and the technical know-how for implementation of the project. For there will be an enormous amount of invest ment money and there will be a neligibly low cost recovery, it can be stated that it is not economically feasible to establish a historical park in Pagan; however, there will be an investment return so valuable that it cannot be measured in terms of money, and the conservation and development of t h e park should be carried out gradually.
