  <abstract>Projects  implemented by  NGOs (Non-Governmental  Organisation)  and  external  development  partners  were  acknowledged  as   having  significant  impacts  on  the  live  of   people  in  Cambodia  where  poverty  alleviation  remains  challenging.  The  main  purpose  of   this  study  was  to  review  the  literature  of   the  Critical  Success  Factors  (CSF)  and  Success   Criteria (SC) of International Development Projects (IDP) with the focus of the life cycle  based  framework  by  Khang  &amp;  Moe  (2008)  in   the  context  of  Cambodia,  and  apply  the   framework  to  identify  the  degree  of  success  of   the  projects. 102  usable  questionnaires,  representing 34%  response  rate,  were  analyzed.  The  finding  indica tes  a  relatively  high   project success (3.97 over a 5 point-scale). Its strengths  lied in good need assessment, the  core  organisational   capacity, the good   account ability,  and  financial   settlement.   The  significant  CSFs  contributing  to the  project  success   included  the  understanding  of  project   environment, the effective consultation,  adequate  resources  and  competency. Some  weakness  and  gaps  for  improvement  were   mentioned.  In  addition,  some  comparative findings  between  Laos PDR,  Vietnam &amp; Myanmar were briefly   presented  in  the  conclusion chapter.  </abstract>
