  <abstract>Cold mix recycling with foamed bitumen is a mixture of foamed bitumen and RAP. The researcher investigates, ensures its mix design for binder course and adjusts its application in Indonesia. The research was carried out by determination of OMC and scale of foam resulted the foamed bitumen either for RAP or RAP and new aggregate mixes are 2.0%, 2.5%, 3.0% and 3.5%. It included 1.5% cement. It was evaluated by tests, i.e. Indirect Tensile Strength (ITS), Unconfined Compressive Strength (UCS) and wheel tracking compared to the requirement of Directorate General of Highways Specification. The research cannot recommend mix design because the results suited the criteria. However, the excellent mix design is a mixing of 65% RAP and 35% new aggregate, foam 2.5%, OMC 4.77% and water content 0.80% where the TSR is 87.25%, UCS is 35.25 kg/cm2 and deformation is 10800 passing/mm. Thereby, there is a possible application of mixture in Indonesia.</abstract>
