The expansion of Thailand's expressway system is crucial to continued national growth. Current losses due to transpo1tation problems within Bangkok alone are estimated by the World Bank to amount to 75 million baht per day. The agency charged with developing an extensive system throughout the imp01tant economic areas of Thailand, the Expressway and Rapid Transit Authority of Thailand (ETA), is undergoing difficulty obtaining funds for completing the development of the currently planned system. This thesis suggests an approach to infrastructure financing that involves leasing tollways in the system to private sector operators to obtain additional funds for completing the expressway system. To assess the potential impact of this approach, a decision making model was developed and the current financial data of one of the ETA's main tollways was used to determine if any advantage would result. Results of this analysis suggest that asset leasing of this kind could play an important role in completing the planned system.
