To meet the growing demand for electricity in the nation, Vietnamese Government has decided to implement the equitization program for the power sector where Vietnam Electricity (EVN) has occupied a dominant position in many years. Building a comprehensive development strategy is therefore essential to EVN in order to retain its leading position in the emerging electricity market. This study firstly outlines a common understanding of relevant concepts such as strategy, strategic management, SWOT analysis method from literature review, in combination with best practice captured from a case study of strategic development in Malaysia. Empirical data of EVN has been collected via observations and unstructured interviews. Secondly, the electricity market in Vietnam is analyzed to provide a basis for determining EVN's strenghts, weaknesses, opportunities and threats. Finally, this study identifies a development strategy framework for EVN from 2014 to 2020.
